I’m trying to put myself in your shoes here, but I don’t understand how you wouldn’t know that (no building) to (building) isn’t a single step.


I just couldn't imagine any phase during construction where there's a floor that can be drawn on but no walls.

Another commenter explained that this is actually about drywalls that are installed after the fact, which makes much more sense now.
