But having a persistent notification to turn on iCloud is good for the user so they don’t lose irreplaceable pictures. Now the fact that fifteen years later that iCloud is only 5GB for free is inexcusable

Are you saying it's not okay for a user to decide they just plain don't want it? Why shouldn't be they be allowed to dismiss it permanently?
