You don't want to test one on something that's likely to pass close but unlikely to hit. If you might do it wrong, which is presumably the point of a test run, then that could cause it to be more likely to hit. You want to test on asteroids that are so far off from colliding that you couldn't push them onto a collision path even if you wanted to. You only mess with an asteroid that's a potential collision hazard when you have to.
