The British Black Arrow used hydrogen peroxide as the oxidizer and reached orbit in 1970 (demonstration) and 1971 (only payload carrying launch.)


More about Black Arrow [0], which used a mixture of hydrogen peroxide and water (85% concentration), which apparently is quite common. So the improvement introduced by the ILR-22 AMBER is the use of a 98% concentration.
