Ukraine has urged the U.S. and Europe to increase the training of F-16 pilots. They have 30 eligible pilots ready for training in the U.S., but the Biden administration has limited the training slots to 12 pilots due to capacity constraints in Arizona.

So, would someone war-game this out for me?

  A.) This is an accurate piece of information, 
     1.) ...and either the F-16 is so obsolete that we don't keep adequate 
         training materials around anymore.
  --or--
     2.) ...this is really a top-secret national security clearance breach, 
         since it would be pretty sad state of affairs that we couldn't train 
         up a lot of pilots quickly in the event that the U.S. was in a war.
  --or--
     3.) ...we are half-assing it in the attempt at avoiding a wider war with 
         Russia.
     4.) ...the F-16 is so advanced, and Ukrainian pilots are so under-trained, 
         that it is taking significantly longer than usual.  (Also maybe because
         of language barriers, or the U.S. trainers have to be extra careful to 
         not disclose the "best" features that U.S. F-16's have, that those abroad
         don't have.
     5.) ...can't rule out a combination of all of the above.
     6.) other?

  B.) This is some sort of false information
     1.) ...to throw Russia off, and we are really training up lots of 
         Ukrainian pilots.
     2.) ...to keep our pilot training capabilities secret.
     3.) ...to appear disorganized, in the hopes that it delays a potential
         Chinese invasion of Taiwan (since American's are so inept
         that they don't think they have to move with haste).
     4.) other?
