What belies this is the fact that they do this differently for the specific intersection of the EU and the app store than they do for any of the many other long standing geofenced functions.


simple.. other geo-fenced functions are not related to laws and apple does not care about it, but third-party stores are both.

Apple stance is that they are against third-party stores and that they will not have it available unless they are forced to.

only place where they are forced to make third-party stores available is EU, so that is the only place where they will be available.
