You are assuming cops are competent, incentivized to perform well, interested in self improvement and organizational improvement, and don't enjoy being deployed this way.

In reality, cops are just another gang who have permission to do whatever violence they want and will get whatever budget they want and have zero incentives to perform their jobs well.

Modern bureaucracy has incentives to avoid any discretion. They will take your 500th 911 call, 5000th asylum claim, or 50th arrest and treat you exactly the same as Joe Citizen filing claim #1. It's ridiculous.

It's a local police force. The same officers will be responding.

Apparently he was SWATted 4 times in day. The same officers will be going back to the same property. They're not morons.

Either:

1. This didn't happen / this happened far less frequently than reported

2. The police are harassing this guy

3. The police are employees following policy and their boss has more incentive to go by the book than to achieve reasonable outcomes.

3. They are morons.

They do. But even if it’s a single car responding, or a fire truck, it’s counted as a swatting.

I’ve heard of people and dogs being killed on the first swatting, but never on the 20+.
