I estimate there is more than 50% chance that this thing is never built.
In addition, it seems that the cable would have a 3.5GW capacity so that's effectively how much this would deliver to the UK, at most. This is only slightly more than Hinkley C, and this seems a lot more expensive than building 3.5GW offshore wind capacity in the UK ("2.5-3 billion for 1 GW farm" [3])
