Mastodon allows you to both run a server on your domain and move to a different one. This isn't unlike running your blog and I'm pretty sure there are solutions like WordPress.com that run it for you with your domain.

Account migration still depends on the server you are moving from being online and not blocking the migration. It is only a partial solution to the problems that people look to identity migration to solve.
