They don't claim to be, and no one else does. Russia might be a continuation of the USSR but that's where the link to communism stops honestly.

It doesn't stops there: their allies are communist: China, Venezuela, Cuba, etc.

Also the communist parties everywhere support them in their war against Ukraine.

I guess it all depends on you considering communism an ideology or just a faction.
