Gov Cloud West 1 is also down, but the AWS Gov Cloud status page indicates that everything is healthy and green. We are in the same boat. Finally updated "We are investigating Internet connectivity issues to the US-GOV-WEST-1 Region"

i had multiple govcloud hosted salesforce instances down but they appear to be coming back up now.
