Not at all. It's been more blah blah blah. No country has properly executed the promises that it has made in the past. There is no reason to think that any will do better now.
Especially (to pick one of the more egregious areas) promises by OECD countries to provide funding and technology transfer to less developed countries so they can leapfrog fossil fuels.
No country has made a visible start on building energy retrofits or industrial transitions. Transport is 5 to 8 years behind where it needs to be. Electricity supply, likewise. All countries are assuming miracles in the form of carbon sequestration.
This round of talks is no different to any of the previous ones. Politicians still seem to think they can bargain with the laws of physics.
