It's illegal, but legal if licensed (quantum physics has nothing on legal systems) or on a temporary basis and small scale (town fairs, hobby club raffles, etc.). The main issue is that the games allow (and target) minors to play, which is never allowed, and that they do not provide any measures to protect players against themselves (such as maximum gambling limits).


It is not 'illegal', but it is regulated. Hence the importance of them ruling those three games 'games of chance', as that means they have to comply with the regulation.

Nope, and in fact it's not even rare. Ladbrokes shops (for sports betting) are widespread, and casinos are not hard to find.
