It's absolutely part of the strategy and the strategy has multiple prongs. Another prong is this obnoxious push for regulatory capture in the name of "safety".
There is this joke about socialism where hundreds of workers digging with shovels and somebody asks “Why not use that excavator? One machine could do it in no time” and the other answers “And put 20 men out of work? We’re creating jobs!”.
This is why a lot of modern leftists are anti-tech. Tech destroys jobs. If we are going to maintain the fiction that full employment is necessary for a modern civilization, everyone has to have a job, and for that to be true we have to restrict our technological progress.
Which is really just making a ton of people waste their time doing bullshit work. I fail to see how this is progressive.
One can claim 100% recycled cobalt under the mass balance system even if recycled and non-recycled cobalt was mixed as long as the total amount used in production is less or equal to recycled cobalt purchased in the books.
At least here[0] they claim their recycled cobalt references are under the mass balance system.
With the amount of money which is created and transferred today it would be a task for one day to lift a whole country out of poverty. 1 million into an savings account with 4% return would be roughly 3k per month.
Anything intelligence enough to find us, or be putting out signals we can find with instructions on how we can reply in a reasonable number of human lifetimes, is intelligent enough to stay well hidden for us lest we infect them with our stupidity!
