Considering the page is 'powered' by Instra.com, a domain sales site, I bet you he paid $0 for it and has an arrangement to use it in exchange for the publicity that it will give them.
I tried it and I did not have any prompt. I liked the Facebook Developers page without seeing any prompt or confirmation so it was completely transparent.
Maybe our privacy settings are different and that's why you saw a prompt even though you were logged in.
I've never had overtime pay as a web dev in Sweden but several of my employments, my current one included, offers an additional week of vacation per year as compensation.
