It is hilariously unique indian mentality. Jumping on any positive news about the country to correct why it cant be. It always starts with "believe me im indian". A glance over the report could have prevented it.

Nothing unique about it. Lots of countries have this stereotype about themselves that "we're a people that likes to complain about our government even when things are going well", but it's a natural thing to do.
They are government employee, not a usual citizen. What is the relevance of that data after the lockdown? (They will be coming to the office every day like before)
Adding to Indian mythological perspective, It views life in infinite terms. You are living in only one of the infinite number of life so why do you have to be in hurry?. Against western view of life as only one.
I think you are missing the point. What I think GP was saying is it's sad that the only way to fund grand projects seems to be making them useful for killing other people.
That would be true if grand projects only came out of military funding. There are plenty of examples of wonderful projects that are the result of civilian enterprises without a primary military motive.
The Internet and GPS are more visible examples, but semiconductors, medicine, algorithms (like machine learning) etc are no less grand and marvelous in terms of taking humanity forward!
