Check out an application called 'cmus'. Very nice minimal music player on Linux that runs from your terminal. It has support for lots of different formats.
The app is no longer maintained even though it's still for sale in the various Android app stores. It doesn't work for Nougat or higher versions, and I would rather not reward the developer for that behavior. Also, from my understanding, it may not be possible to programmatically produce this specific behavior in Nougat or higher versions (hangup, no ring, no voicemail), but I'm not totally certain.
Getting a bit off topic here, but I've always interpreted that aphorism differently, and apparently the history of the saying agrees with me.
I've always interpreted it as being a corollary to "actions speak louder than words". Simply saying something, or having the intention to do something does not mean it will actually get done.
I just assumed it meant both. On the off topic though, I've always liked: "Words without actions lack credibility; Actions without words lack clarity." - John Stott.
